Sir John has set out his opposition to the introduction of any mandatory digital identity system, following concerns raised by residents about privacy, civil liberties and the long-term direction of government policy.

He said that while technology can make access to public services more efficient, any move toward compulsory digital identification would represent an unacceptable intrusion into personal freedom and risk creating the infrastructure for state surveillance.

Sir John supports the development of voluntary tools, such as GOV.UK One Login, where they simplify access to services, but stressed that participation must remain optional and that offline alternatives must always be available for those who prefer them.

He has made clear that he will oppose any attempt to turn voluntary digital systems into a mandatory form of identification, and will continue to press the Government to protect privacy, liberty and personal choice as digital policy develops.
