Sir John Whittingdale MP, who is Minister of State for Media, Tourism and Creative Industries, spoke in the Second Reading for the BBC Licence Fee Non-Payment (Decriminalisation for Over-75s) Bill on Friday 20th October, which was brought to the House by Sir Christopher Chope.
