As I would expect, my right hon. Friend asks a detailed, precise and interesting question. I have looked into this issue, and paragraph 5 of article XXIV allows only interim arrangements that are necessary for the formulation of a new free trade area where the parties have \u201ca plan and schedule\u201d for doing so.
